The Committee was established under Law No. 5176 on the Establishment of the Council of Ethics for Public Officials and Amendments to Certain Laws, dated 25 May 2004, to determine the principles of ethical conduct with which public officials must comply, including transparency, impartiality, integrity, accountability and safeguarding the public interest, and to oversee their implementation.

Duties of the Ethics Committee

1. To establish and promote a culture of ethics within the institution.

2. To provide staff with advice and guidance on issues they encounter regarding the principles of ethical conduct.

3. To evaluate ethical practices within the institution.

4. To determine, through regulations, the principles of conduct with which public officials must comply when performing their duties.

5. To conduct the necessary examinations and investigations, either ex officio or upon application, into alleged breaches of the principles of ethical conduct and to report the outcome to the relevant authority.

6. To carry out or commission activities aimed at establishing a culture of ethics in the public sector and to support work undertaken in this field.
